Liaoning and the Politics of Data

China’s northeastern province of Liaoning has been a remarkable outlier in 2016 in actually reporting significant contractions in GDP growth, industrial output, and investment, in contrast to other provinces. While the slowdown in China’s heavy industries has played a role, the causes of the surprise declines in Liaoning economic indicators appear to be political in nature, and highlight some of the political incentives influencing all economic data reporting in China.
